Someone makes a new post about something that has been said already in 2013. Someone else complains and tells the OP to "use the search tool, it's there for a reason, this has alreeady been posted back in 2013 you noob"

Someone takes his time to search for a relevant post before doubleposting, and posts his opinion in the appropriate thread, OP gets flamed for 'necrobumping'. (Which i prefer to making a new thread, honestly).
Scenario 3:
Because either making a new post or bumping an old post will result in flames and critism, people decide everything has already been said and any addition to it will be flagged as spam or necro, so they decide not to post at all, leaving the forums empty. The only topics on the forums are now "Why is CC declining" and "why is no one using the forums?"

Thats not very narrowly defined. It basically implies that all meaningless comments are necro-bumping. Who can judge when a topic is dead!
