From the game log and the chat he just looks like he enjoys talking about what he is doing.

Bar you not doing well in the game I don't see anything solid that suggests secret diplomacy. Find some more games with them playing together and some more evidence. If anything he just looks like he is using diplomacy, not something you always get form a cook but not enough to suggest cheating.

Thanks for looking into it.

My suspicion arose from the small boarders that looked to develop quickly and not grow, each player matched the other on all boarders. I had what I felt was a large number of troops, but was picked away and finally eliminated. While this was going on the other players seemed to continually swap the same territory for a spoil.

Being that it's a Flat rate, getting a spoil on each round as much as possible is very logical for this type of setting. I agree with spudulica's analysis on this one. The attacks from the three doesn't look like they were particularly targeting you. It is likely that it was just circumstances that you got the bad end of the assaults or you were not that strong enough to ward off from eventually being the 'easy pick' in the game.
