If you view ethics as a set of rigid rules determining right or wrong then maybe this gets us somewhere, but most non-deontologists wouldn't follow this perspective because the idea of "right" and "wrong" is content-neutral. In order for right and wrong to be applicable to the real world, the "right" action needs to be connected to some particular value that we want to fulfill. One way to see this is to ask, what does it even mean to say that it is "wrong" to steal from a rich man? All it means is that some particular set of ethical rules says it is wrong. The interesting question, the one moral philosophers actually work on, is why is it wrong? What goal are the rules trying to achieve? (And of course context does matter in determining that.) In most cases, the rules are trying to achieve a state where people do good things and don't do bad things. So the concepts of ethics and morality are intimately linked, even if you define them the way you have.
