Restore thread titles to board index for OT

These were removed because of an experiment that didn't really work out
The forum that could not be named is gone. This is now a weird anomaly on CC.

How this will benefit the site and/or other comments:

Posters will be able to see the latest thread title, consistent with all other forums, giving more information than just the poster.

You can't do that, the Trash Can thread titles might then be visible.

Since you are so saucy, I would like to support this suggestion, providing you make it a 3-fold fixer-upper. They should not only do this, but also add quote tags to the Signature editor and then implement this suggestion.
