But seriously, I think Russia has every reason to be very afraid. The change of corporations such as Google (to the "Good Censor") and Facebook is geared to a minor extent towards European standards but also with an eye towards getting on the good side of China which will be the greatest threat to everyone (including Russia) within the next few decades, sooner if Google basically gives them the good censored internet to them on a silver platter.
Depends what you mean by a problem. I've heard in some southern cities party drugs like MDMA, meth and ketamine are relatively common, but I don't get the impression that across the country as a whole there is much use of drugs (apart from alcohol). According to this random web page by some drug addiction clinic in the States, the five countries where the most people take illicit drugs are Iran, Afghanistan, Russia, the US and the UK.
Russia, Afghanistan and the US also top this list of countries by opiate use.
If you include alcohol on your list of drugs - which you should, because it is the most harmful drug in existence - then pretty much everywhere in Europe, all the WASP countries and a few places in Africa and South America all have an alcohol problem (you need to consume less than 7.3 liters per year to be considered 'low risk').
