Snapshots are available to anyone. Make sure you have Panel mode turned on and Advanced Game Processing turned on and you can take a snapshot any time. I've never seen such a bug. In order to take snapshots, you need Panels turned on, Advanced Game Processing turned on. Also, if you want to take them automatically, you need to turn on Automated Snapshots. I've also encountered many many old players that didn't know about the panel interface, therefore neither about snapshots nor map inspect.
People that don't play teams games aren't aware of the snaps I think. As soon as they play one team game and they see their partner throwing snapshots in the chat it changes.
