aempirei is treating a lot of other CC players like crap. He is literally the pettiest player I have seen in CC and once our current games are over, I will not join any game he is in. Recently it got to the point that I asked him if he was in junior high his insults were that juvenile. After being a thorough ass in several games he rated me all 1's, lowest rating I have ever gotten (this after I beat him several times). Another player reached out and noted he had done the same to him so I looked at his ratings given, and on approx 24 of the last 58 players he rated, he gave them 1's all across the board. Almost half his ratings of other players were 1's! Who does that?
Anyhow, I just wanted to let you know that he has been a royal ass to a lot of players.
Treating others like crap sucks, but isn't necessarily against the rules. That is what the foe feature is for, if you choose not to play / interact with him you can do that.
As far as ratings go, if you want to provide 5 specific ratings he gave 1's on to other players that weren't justified we can look into ratings abuse.

Just an add so you know what is regarded as abuse.
In a case of chat abuse, you would need to provide examples and links to the games where the abuses took place. If a player is being systematically abusive across multiple games, (or using bigoted terms and whatnot) admins might look at that. BUT, he doesn't appear to be doing any of that, he's just being a big moan and throwing his toys out of the pram when games don't go his way. That's being a jerk.
If someone's being a bit of a jerk, but not particularly abusive, foe him and you are free to leave a rating for him. Getting a bad rating from one jerk won't affect your overall experience, or how other players view you. Jerks end up getting plenty of bad ratings themselves, so people know who they are and can choose whether they want to play with them or not. =)

Go to their wall (or profile, click on their name in game, etc)
once on that page that it directs you to (the players "wall") below their name, and above their medals, you'll find two buttons next to each other.
"Add Friend" and "Add Foe".
Adding them as a foe will prevent them from joining your waiting games (and you from joining ones they are in) as well as block you from reading any of their in game chats, forum posts, etc.

Just a note.some people might consider it rude to mention a specific location in a fog game.such as "I will pull out of Venezuela" I don't believe it's a rule but..something to consider. Tnx.
Someone might say something like "would you like a truce on our 10 /15 border" for example.
