BTW it seems to me that proof of being eligible to vote - which should mean a citizen and resident of the country - is a pretty sensible thing to have in a fair democracy. I'm not sure why there's a debate about it. There's something wrong with a civilised technical western country if more than 5% don't have birth certificates, they've been around for more than 100 years in the US.
