Granted, having this person as another Multi-Hunter would work just as well, but if you're unwilling to give someone access to hunt multis, maybe you could delegate this responsibility to someone. Possibly even someone you are thinking could be a Multi-Hunter, and you just use the "PR" position as a testing ground of sorts.
I assume it's just people they trust (Mods and Multi Hunters alike). Personal friends of Lack, or someone who helped get the site started back in the day.
