if you try to log in a certain number of times with the wrong password within 30 minutes, it blocks you from logging in
(this is to prevent hackers from trying to guess you password over and over again)
I've never seen it happen as a bug, only ever when the attempts have been exceeded. The default is 5 incorrect attempts followed by a 30 minute time out.

yes, but if you had it the other way, someone could sit and use a brute force password guesser on your account. Besides, maybe Lack has it higher than 5.

The security system in place to prevent brute force account hijacking works the same no matter which browser you have.
There was a design flaw that allowed you to perform a denial of service attack on an opponent by simply attempting to login as them repeatedly with the wrong password.
This vulnerability has now been resolved.
