That's all irrelevant until the code can be proved to be viable or not. Again, why waste time on all that if the coding problems can't be worked out?
actually it has everything to do with graphics.
i think of a theme before i do the graphics. will it be funny will it be serious? will it be realistic or cartoony? once i make up my mind i start on the graphics and evolve from there.

Disagree. It has everything to do with the code until it can be proved to work.
Go ahead and work on themes and graphics if you like. I'm going after the code.

I think it isn't even that difficult to write that XML script...it just has everything to do with how many territorys you are planning to use and how many of them are borders...I can make you a test map with a script of the image you posted on your first post...but no one will play that map...why would you need it than?

XML isn't a language... it's only markup...
It is only data held in a human readable form that is easily written - the language skill lie in the parser...
Either way - essentially this map would need 1 continent for each of it's territories...
Each continent would contain the Centre territory and it's borders - if you hold them all - you get +1...
If you got creative and made it... +1 for each -> +3 for 4 etc... then it would become a more complex. (i.e. you would have to write up for every combination of 4 continents - then override the base ones) but again fairly easy to do... but more time consuming.

Not only is the XML for this concept possible, it isn't very complicated. What makes it easy is that there are no negatives. If I have a piece of paper, a pencil, and twenty free minutes I could do the XML for, say, the classic map using this bonus concept. I could do it for Doodle Earth in ten minutes. I don't even want your money, stringy.
What IS difficult is coming up with a MAP that will make for good GAME PLAY using this bonus concept. It has already been pointed out that on the Classic map the bonus will be too high for Australia, not high neough for other areas. The challenge before you is to apply this bonus structure in a way that makes it interesting and fun for CC users. This will ultimately require good graphics and a theme (which can be developed independently form the graphics), but right now it just requires a rough sketch of a map so people can discuss the game play. Once the map looks playable, people can suggest a theme and somebody who knows Photoshop will step up to make it pretty.
A good examples of graphics vs. theme can be seen in johloh's recent post about a Pirates map. People embrace the THEME of having a pirate map, but he hasn't done any work on the graphics.
here is how the xml would look for doodle earth map. i've bolded the bonus part because that's the important one. and as oaktown said it took just 10 minutes.

Me and DiM are going to attempt it in our own time
You start with your starting terr wich already gives you lets say +3 or something to start with, your goal is to reach 100 but only by getting this +3 at every start of your turn you wont get there so when you put this concept into it you get this for exemple:
you have square 4, 5 and 6, so that would give you a bonus army becaus you own all borders of 5.
When you have 3,4,5 you will need "14" also to get a bonus for "4" becaus there is a ladder so its not safe...
could be interesting...no?

you said it will be hard to hold three already...so four or five is even harder? or maybe I don't get what you said
