Look I can see your point but you are reading that sentence out of context, the USA homeland had been lucky enough at that point to escape the terrorist outrages that had been going on for generations and it stunned them. It wasnt just the scale of the attack it was the realisation that some pip squeak ragheads could cause something so monstrous to happen to a mighty superpower, it offended their pride and cut deep into the American physche. Now the desire for revenge is understandable but it is the job of those in Government to supress personal outrage and instigate the most effective long term solution. Instead Bush and his cronies chose to go down the popularist route ( useful with an election coming up ) and whipped up a storm of threatened retribution, all good patriotic stuff thats as useful in beating terrorism as slapping it with a small wet fish. 9/11 was reprehensible but you cannot beat terrorism with violence alone, you must appeal to hearts and minds and erode their support. I appologise to anybody I upset with my earlier remark but the point I was trying to make was that Americans took it too personally,terrorists will aim for the target that will cause the greatest uproar and New York just happened to draw the short straw.
