I know I've already put a post in about this subject but for some reason the poll options didn't work out for me.
As an option in the 'start a game' section of the game I suggest there be a 'capital spawn'. What this means is the armies you receive at the start of your turn can only be placed on the one or more city's that you hold. For instance you may hold say Mali in world 2.0 at the start of a game. It happens to be the capital of Mahgreb. You may also have Eastern US, capital of the US, you could also place there. Once you've placed your armies, attacked, then you can move armies from the capital, unlimited but adjacent style of playing. Imagine playing this with fog? It would lend all sorts of tactics and devious means. I'm not suggesting that all games should be like this. And I'm sure it will have it's critics. But for those players who enjoy diversity in game play and tactics then this is for them.

Well, if I read correctly ( no offence, but I had hard time to get what you meant ) it wouldn't be such a great idea with current maps. Yes, some would work fine, but some wouldn't.

Maybe if you can design a map this way, or post an idea of a map that would implement this way of playing in foundry..
