It seems like no one really has a clue on this one. Heres a hint: It was made around 1999 or so by Ubi Soft (before it was UbiSoft).

Maybe a discription of the game will help some. It is an arcade style racing game where the object of the game is to go as fast as you can past the cops (there were 3 places on each track where the cops were watching) and the faster you go past them, the more money you would get at the end of the race. With that money you can buy other cars and car upgrades like tires and nitro and stuff like that.

Ok cool. The game was Speed Busters: American Highways. A pretty fun game if I do say so myself. Ok now for a new one. Sorry its kinda small but this one should be an easy one:
