Well it would have some flexibility....if each player can speak the language in which the alliance was posted, then no one would view it as cheating and file a report about it. The rules should not be absolute on this. This "to-do" should have some flexibility.
It should be considered secret if the secret language posting is done intentionally and out of spite - there should be judges for this. There are some people who really don't know any better, and or games organised by sublanguage communities, for example, e.g. if most of the people in the game happen to speak another language.
CC does not have an official language.
