This is cleared. Blue was just like red who was trying to survive and didn't really had a chance to break in to green's bonus in Oceania and probably even in South America and just had to attack the nearest or more accessible opponent near him, which was red in Europe. I can see that blue did break green's bonus when he had the opportunity before.
