If the US wanted to do anything to antagonize China or delay its growth domestically, then it would team up with the Uighurs, Tibetans, Mongolians, etc. via marketing as a form of soft power. Since the US isn't really pursuing these subjects, then it seems likely that the US wouldn't take greater risks with active measures (using biological weapons in China). But back to the point, there is no reason (that I know of) that the US would do this to China because China is a very important trade partner. Also, the US reputation would be ruined if the world found out about the crime and I dont think that they would take the risk.
