1) For laptops, there are manufacturers that don't force you to pay the Windows tax. Buy from them. Don't buy from Dell. I've been a Windows user as long as there's been Windows, but it's not by any deliberate choice, but by default. All my computers have been second-hand, and they all came with Windows installed. A couple of my Windows 98 computers I did upgrade to Vista, and my copy of Vista is store-bought, but it was bought for me by a rich relative who didn't ask for my input before buying it, so again it was just a default action for me rather than a deliberate choice.
I've never bought a computer new, but my understanding is that the situation there is much the same. Windows usually is pre-installed on new computers sold, so for most people it's just the path of least resistance. To not use Windows involves deliberately wiping the hard drive and installing Linux or whatever, so even if there's no cash outlay, there is a cost in time and effort, whereas sticking with Windows generally involves just opening the box and turning the computer on. About six years ago a friend of mine went to buy a new computer from Dell; they told him he would actually have to pay extra to get a computer without Windows, because their license requires them to put Windows on every new computer made. I did briefly consider buying a new computer last year and the situation is much the same. The store owner explained to me that the cost of Windows is built-in to the manufacturer's price, so it doesn't cost any more to get a computer with Windows than without.
If computers were made with blank hard drives and you had to install your own operating system, most people would of course choose to go with a free OS, that is why Microsoft goes right after the manufacturers and doesn't allow that to become an option.
So I guess the simple answer to your question is: most people don't pay for operating systems. I mean, yes the cost of Windows is built-in to the computer, but since you will pay it whether you use the Windows or not, you may as well use it and avoid the hassle of switching.

All Windows OS users are beta users, as long as you're not using pre-historic software anyway. in the great majority of cases, the hardware is the same in most laptops. Say for instance you like X machine because you know it has a better wifi card, or a better ssd. 2) For desktops, build the machine yourself. You'll learn more about how your computer works, and you won't be forced to pay the Windows tax.
