Basically, it uses user groups, and individual usergroups can be given rights to certain forums.
As you will see the moderators for each board are now 'the mod squad'. If you click on this you will see who is in the group. So yes there will be a board for each clan, although they can be hidden from people who aren't a member of that clan. There's also usually a default clan board that anyone can access, where recruitment etc is done.
