I guess he means that you could choose to have bonuses active or not.

With them on its normal.
With them off you only get terr armies per turn

so like no cards - no continents?

Damn, those games would go on FOREVER.

I can see why this might be interesting as a play style, but would people really play it? It would be really hard taking enough countries and holding them to get more than 3 armies per turn....it might just end up in massive buildups with people afraid to weaken themselves in any country which might give way...

Please use the form next time....it's stickied for a reason.

Don't most people avoid Circus Maximus for this very reason?

I personally don't mind it (heck I'm 2-0 on CM, no idea how).

just an idea twill to be kick about has for build ups your more than likey get less, because the more you hold more men you get per round it would be not be good building up when some one get more because he holds more, some one hold back and building up is going to lose because they will be getting less on each turn

This is not true for smaller maps (especially Doodle Earth) when getting the drop is not worth substantially more than the minimum (3). On the classic map, if 6 players joined, the starting drop would be 7 countries a piece. It would take somebody a long time to get up to 12 countries (especially without continent bonuses) and thus get an advantage of troops per turn. By the time they reached 15 countries, people would really take notice of how many countries this one person has. Classic is a pretty standard map in terms of number of countries (it might be a tad bit on the low side). I highly doubt it would be a problem outside of 2.1, Siege, or Battle for Australia.

I have no objections to the idea. It'd totally kill two-player games (if someone is stupid enough to turn it on). I think No Cards is enough for me, so I'd never play, but if there's enough demand then why not throw in the option?
