I don't think its on the to do list but lack has talked about a mass mailing to all inactive accounts. But first he has some other ideas of how to increase initial retention rate so that members realize the game isn't generally played real time. I think once all that is settled he plans to email everyone who signed up and never came back.
i get all sorts of reminders from other sites whose quality is not up to this site's and they all promptly are added to my spam box ive had one site sent me mails from 28 different addresses. im ticked at those but a one time mail wouldnt be overbearing at all, at least to me

That's why you also include a "If you want to stop receiving these notices, click here." link so people can opt out of the reminder emails after getting the first one.
I would assume inactive means "since last login". Obviously if you are still logging in to the site, you are active, you just might be on the forums only and playing no games.
