These are suspected Multis or Secret Alliance (unsure)

Suspect users: kaya2134 and Paintball_Rat

Comments: On the Italy map pink (Paintball_Rat) got a good start and controlled the top of the map quite quickly. He left the border between Friuli Giulia and Salento undefended for 4-5 rounds and not once did blue (kaya2134) attempt break that bonus even tho he controlled a good portion of the bottom of the map. Pink said he left it undefended because he hadn't seen the link between the two regions but why did blue never attack him?! Unsure if its a multi ir secret alliance.

Paintball_Rat and kaya2134 are cleared of being multis with each other. They do not have enough similar data to make them a guilty multi account owner. Since this is their first game together, there is yet a basis to finalize an action if they do have a secret alliance. Regardless, this report is noted.
