This is partly for a map idea im working on. But will also be important for Age of Magic, because if they do, then there goes the 75 on the sanctuary...
If you're interested in technical reasoning the neutrals don't decay because decay or autodeploy is determined at the start of your turn and the neutrals never get turns.

That's the problem with Neutrals. You never know where you stand. Damn them and their neutrality

Nah, neutrals are great. They never attack you. The biggest problem is they're the BEST defenders on the globe. Stick 2 neutrals at my gate and I'm more comfortable than with 20 of my French-trained "professionals"
I have been busted with neutral - we are multis somebody realised they are in all my games and they never attack me
