Most multis cheat to go higher in the ranking, and the only punishment premium multis get is a loss of there premium membership (i think, doesnt say too much on the rules page other then CC reserves the right to suspend the person). A solution to this would be to penalise the cheating player to 1000 points if he/she was over that mark, if under, nothing happens.
