Starting from Sratch

As a person with a million ideas and not an ounce of map making ability, I am interested in the process of recruiting those who have the skills and talents.

Question 1: Where do I find people who are willing to start with nothing more than an idea and make it into a good image?
Question 2: What do these people usually want in return for their services?

Before I ask anymore questions, I should stop here.
Cause you don't get any support behind a map unless you have good graphics to excite people.
Then I an ask the same 2 questions about Gameplay and Code.

Now, if I should PM some known map makers
How do I find the map makers? Is there a list of them somewhere?
And which ones are busy and which ones aren't? Is it just hit and miss?
I'm wondering if there is a forum where map makers advertise their services and accept jobs or if it is just a matter of getting lucky and hoping that one stops into your idea thread and likes the idea enough to tackle the map.
