Ok, I have a few questions regarding xml, reverting territories and bombardments
Is it possible to have a territory that reverts to a certain number at the end of the player's turn?
Is it possible to have a territory that may be bombarded that also reverts to a neutral? For example, territory A bombards territory B to 8 neutral armies. Can it be set that territory B reverts to neutral 1 at the next round or even the end of the player's turn.
Or even better, is it possible that there can be a cap on the number of neutral armies that a territory can be bombarded to?

What about Killer Neutrals?
Not quite how you wanted them - but they revert to Neutral at the beginning of the holding players NEXT turn.

killer neutrals aren't going to work for what I have in mind. I'm think artillery and the numbers as ammo with bombard all over a map, but once the player's turn is over the artillery terr. reverts to 10 or whatever, to reflect the number of men guarding.

would be a nice improvement to bombarding, but it will probably be a while before they update such a thing, if even they'll do that.

What do you mean? of the 40 or so pages, how many of the suggestions were actually implemented? almost none! There was no sense in just letting the list grow, so they locked it, and said they would get to implementing some.
