Why would I want to him to roleclaim? Pushing someone to roleclaim is considered scummy. How would NES not role-claiming prove I'm innocent? It doesn't prove anything except the mafia has a clear target of a possibly power pro-town role. If the Doc did protect NES with his "big pro town role", then the mafia can wipe out others, thus it would be better if the mafia be kept in the dark of his role.
To sum it up; do you want the doc to be tied up with NES and not protect anyone else?

How will the doctors know which students are under attack? they could just as easily protect the mafia.
